It began broadcasting in October 2003 and officially launched on December 15, 2003. The channel's main purpose is to publicize and democratize citizens' access to topics debated and voted on by the legislature.
It broadcasts live plenary sessions, public hearings, and committee meetings, as well as news programs, documentaries about local culture and history, and interview shows.
Initially available only on cable TV, it now reaches several municipalities through open TV channels and aims to cover all 167 municipalities in the state.
