Erzurum merkezli Palandöken Basın Televizyon Radyo Yayıncılık A.Ş olarak kurulan ve Kardelen TV adıyla bölgede uydu üzerinden tek yayın hakkına sahip. 28 Haziran 2012 itibariyle yayınlarına başladı. “Kardelen TV ismiyle görsel yayıncılık hizmeti sunmak için Erzurum’un Aziziye İlçesi’nde 1100 metrekarelik alanda 5 milyon TL’lik bir altyapı yatırımı ile hizmete girdi.
